Guinea faces legal hurdles in bauxite-to-alumina transformation

Guinea is transitioning from a raw bauxite exporter toward local alumina transformation under the vision of President Mamadi Doumbouya. While bauxite exports surged from 10 million to 70 million tonnes during the 2010s, driving economic growth, the shift toward domestic refining faces significant structural and legal challenges.

Experts, including Dr. Oumar Totiya Barry from the NGO Action Mines Guinée, warn that the current legal framework is fragmented and inadequate for managing refineries. The existing laws, which were historically designed for raw ore extraction, fail to account for the different commercial values of bauxite and alumina. This regulatory gap includes issues with tax structures, where some conventions may exempt companies from export taxes, potentially leaving the state reliant on unpredictable corporate income taxes.

To ensure the nation captures the wealth generated by these industrial shifts, there are calls for a more robust and strategic legal arsenal to replace the current ‘fragmented and blurry’ system of mining codes and investment conventions.
