Guinea implements new maritime fishing code and resumes industry
Guinea is implementing major reforms in its maritime sector through new regulatory frameworks and the resumption of fishing activities. On August 31, 2026, President Mamadi Doumbouya signed a decree establishing the general application regulations for the new Maritime Fishing Code, which replaces the 1997 regulations. The new code categorizes fishing into four distinct types: traditional artisanal, motorized artisanal, semi-industrial, and industrial, based on vessel length, engine power, and conservation methods.
Simultaneously, the two-month biological rest period, which ran from July 1 to August 31, has concluded. Minister of Fisheries and Maritime Economy Fatima Camara announced that industrial and semi-industrial fishing activities will resume on September 1, 2026, in maritime zones up to 60 nautical miles from the baseline. This seasonal closure was intended to allow for the reproduction of key species and the sustainable replenishment of fish stocks.
To mitigate market impacts during the closure, the government provided tax and duty exemptions on the importation of 15,000 tonnes of fishery products. Additionally, the ministry is working on the deployment of the Integrated Fisheries and Maritime Economy Management System (SIGPEM), a digital platform designed to modernize administration by simplifying vessel registration and licensing procedures.
