Guinea to restructure public institutions amid high governance risks

The Guinean government is preparing a major restructuring of its administrative and health public institutions (EPA and EPS) following an assessment revealing significant operational risks. Out of 151 identified institutions, 91—representing over 75%—were classified as high-risk due to governance deficiencies.

Key findings from the review include a lack of functional oversight, with only 32 institutions possessing an active Board of Directors, while 83 lack one entirely. Furthermore, the average rate of compliance regarding governance and accountability obligations stands at only 42.2%.

Financially, these institutions represent a substantial portion of the national budget, absorbing approximately 3,000 billion Guinean francs—half of the 6,000 billion francs allocated to budget transfers. Prime Minister Amadou Oury Bah emphasized the need to shift toward a performance-based budget system, aiming for this to become a concrete reality by January 1, 2027.
