Gumi City recognized for administrative innovation via veteran civil service team

Gumi City has gained recognition for its administrative innovation through the ‘Veteran Team Leader’ system. Established in July 2024, the city’s ‘One-Stop Civil Service Team’ utilizes experienced officials in fields such as administration, civil engineering, architecture, and welfare to resolve complex civil complaints by breaking down departmental barriers.

Over the past two years, the team has resolved approximately 200 complex cases, ranging from sewage issues to business expansion permits. Notably, civil engineering team leader Yoon Seon-mok was recognized with a presidential citation and promoted to a fifth-grade official after facilitating a 23.9 billion won investment and creating 56 jobs by resolving land use issues for a local company.

During a civil service innovation report meeting, the President praised the initiative, suggesting it serves as a model for local governments nationwide. The program’s origins are linked to the late former Gumi City General Affairs Manager, who emphasized the value of field-based experience and institutional knowledge. Gumi Mayor Kim Jang-ho stated that the success is a result of collaborative efforts to provide citizen-centered services.
