Gunpo City announces five-year civil servant training plan
Gunpo City has announced its 'Local Civil Servant Education and Training Basic Plan (2026–2031)' to modernize its workforce and prepare for a significant generational shift in public administration.
Moving away from uniform training for all staff, the new plan introduces a tiered education system tailored to specific job grades. New and 9th-grade employees will focus on organizational adaptation and basic practical skills, while 8th-grade staff will focus on job expertise. Higher grades will receive training in policy planning, leadership, and strategic decision-making to prepare them for future career stages.
A key priority is addressing the upcoming retirement of approximately 132 officials over the next five years, 85% of whom hold 5th or 6th-grade management positions. To prevent a leadership vacuum, the city will implement intensive leadership training for 6th-grade managers, covering coaching, performance management, and intergenerational communication.
Additionally, the city is introducing an 'on-boarding' system for new hires to facilitate smoother integration into the organization. The plan also includes expanding generative AI practical training for all employees, covering data analysis, document automation, and ethical AI usage to enhance administrative efficiency.
