Guyana to implement digital e-procurement system by year-end

President Irfaan Ali has announced that a modern, electronic procurement system will be implemented by the end of the year. This initiative fulfills a manifesto promise made by the Peoples Progressive Party Civic (PPP/C) to transition the nation from paper-based processes to a fully digital system.

The new e-procurement framework will include a digital bidder’s register, a national e-tender portal, an e-marketplace, and an e-tender lifecycle module. The expanded bidder register will track additional data such as beneficial ownership, past performance, contractor size, and compliance status with the Guyana Revenue Authority and the National Insurance Scheme.

The e-tender lifecycle module is designed to digitize the entire process from planning and publication to bid submission, evaluation, and payment processing. It will feature automated routine checks, risk support tools, and real-time tracking to detect anomalies. Additionally, an e-marketplace will be established to allow agencies to procure routine, low-to-medium-value goods and services from pre-qualified suppliers using standard specifications and published prices.
