South Korea and US aim to finalize air base relocation pact by year-end

South Korea is working to finalize a comprehensive agreement with the United States by the end of the year regarding the relocation of five Collocated Operating Bases (COBs) across the country. This includes plans for the temporary relocation of US military facilities within the Gwangju Air Base to facilitate the development of a major semiconductor cluster in the Honam region.

The five designated COBs are located in Daegu, Gwangju, Cheongju, Gimhae, and Suwon. While a tentative agreement was reached in October 2024, progress stalled due to disagreements over a US draft proposal. However, recent working-level discussions have shown progress in fine-tuning the agreement's language.

In Gwangju, the government aims to temporarily relocate US facilities by mid-2028 to ensure the semiconductor industrial complex project proceeds without delay. The Ministry of National Defense is currently discussing the inclusion of these temporary relocation measures within the broader COB agreement. Once finalized, the pact will require parliamentary ratification.
