Gwangju semiconductor cluster faces regulatory and local participation concerns
The development of the Honam semiconductor advanced national industrial complex, centered around the Gwangju military airport site, is facing local criticism regarding regulatory burdens and limited opportunities for regional businesses.
Democratic Party lawmaker Jeong Jin-uk has called for a ‘pinpoint relaxation’ of the land transaction permit system currently applied to parts of Gwangju and surrounding areas. While intended to prevent speculation, the regulations are reportedly stifling local commerce and real estate transactions, including small-scale commercial buildings. Jeong emphasized that the semiconductor boom should revitalize the local economy rather than hinder residents.
Simultaneously, concerns have been raised regarding the participation of local companies in large-scale service contracts for the complex. Major design, investigation, and evaluation projects, totaling tens of billions of won, are being tendered to companies nationwide. The Korea Land and Housing Corporation (LH) stated that while local participation is mandatory for construction projects, it is not required for investigation and design services, which are subject to general competitive bidding due to their scale and technical complexity.
