Gwangmyeong City announces plan for Constitution-friendly city status

Gwangmyeong City has announced a plan to become a ‘Constitution-friendly City,’ aiming to integrate constitutional values and citizen sovereignty into its administrative processes. Following the enactment of a local ordinance on September 18, which is the first of its kind among local governments in South Korea, the city will establish a framework to ensure that the principles of the Constitution are reflected in daily civic life.

The initiative includes a multi-year roadmap. In 2024, the city plans to form a ‘Constitution-friendly Local Government Council’ to facilitate policy exchange and research. By 2027, a five-year basic plan will be established, supported by a ‘Constitution-friendly City Creation Committee’ consisting of up to 15 experts, city council members, and citizen representatives.

Educational programs will be expanded to include age-specific curricula for all generations, alongside the distribution of educational materials to help citizens understand their rights and responsibilities. The city also intends to host joint forums and seminars with other local governments in 2028 to share best practices and promote the model of citizen-led administration.
