Gwangmyeong City negotiates with residents over public rental housing in reconstruction projects

A conflict has emerged in Gwangmyeong City between local authorities and residents regarding the inclusion of public rental housing in the Cheolsan and Haan housing district reconstruction projects. The dispute began after the city requested that reconstruction unions incorporate public rental units to secure public interest in exchange for increased floor area ratios (up to 330%).

Residents and reconstruction committees have strongly protested, arguing that the request undermines administrative predictability. They claim that most complexes had already established plans to achieve the maximum floor area ratio through other incentives, such as eco-friendly or intelligent building designs, without public rental housing. Concerns include increased financial contributions for homeowners, reduced saleable units, and potential project delays.

Following significant backlash, including a petition signed by approximately 17,000 residents, Gwangmyeong Mayor Park Seung-won held an emergency meeting with union leaders. The mayor apologized for the lack of prior consultation. To resolve the impasse, the city proposed adjusting the public rental ratio to approximately 3.75% of the incentive ratio, while some unions are considering a 1% reflection rate to minimize the burden on members. The city also pledged to streamline administrative procedures to prevent further delays.
