Gwynedd Council reports 91% of new social housing residents speak Welsh

A legal opinion commissioned by Gwynedd Council concluded there is no legal obstacle for local authorities to factor the Welsh language into decisions on allocating new social‑housing units. The council’s data show that 91% of residents in the newly built homes speak Welsh, with 97% of the homes allocated to people who have a connection to Gwynedd and about 60% to those linked to the specific community.

The Welsh Language Commissioner’s 2024 report recommended that Welsh be considered in housing policy to protect the language, and the legal advice cited Welsh Government guidelines that allow prioritising Welsh‑speaking communities. The Welsh Language Society has called for clearer guidance on the legal implications of the recommendations.
