Gyeonggi Province advocates for digital lifelong learning rights to bridge AI gap

Gyeonggi Provincial Assembly member Keum Jong-rye has advocated for the establishment of digital lifelong learning rights to prevent the growing gap between those who can use artificial intelligence and those who cannot.

During a recent policy forum, discussions focused on moving beyond simple AI usage training toward a comprehensive system that treats digital literacy as a fundamental right. Proposed measures include building life-oriented digital education systems—covering practical tasks like mobile banking, hospital reservations, and kiosk usage—and providing customized curricula for different demographics, such as automation for office workers and smart agriculture for farmers.

The initiative emphasizes that digital education should be linked to real-world outcomes, such as job training and employment, to ensure that learning leads to tangible improvements in quality of life. Furthermore, there is a call for increased public responsibility to ensure that economic status or geographic location does not hinder access to necessary digital tools, internet environments, and learning spaces.
