Gyeonggi Province launches 3D heatwave and flood risk maps

The Gyeonggi Research Institute released detailed climate‑disaster maps for Gyeonggi Province using a LiDAR‑based 3‑dimensional city model, big‑data on daytime population movements and vulnerability indicators. The heat‑wave analysis, measured in mean radiant temperature (Tmrt), shows stark contrasts: shaded forest areas average about 37.7 °C while densely built‑up districts can reach 62.2 °C, with some spots exceeding 70 °C. About 1.8 million residents (18.2% of the province’s population) are exposed to the highest heat‑risk tier during peak afternoon hours, including roughly 220,000 seniors and a large share of people who stay at home all day.

A complementary flood‑risk model evaluates both river overflow and urban inundation on a 100‑m grid, reflecting the sharp rise in extreme‑rainfall events over the past two decades. Validation against the severe 2022 flooding in Yangpyeong confirmed the model’s accuracy. Officials intend the maps to guide the placement of cooling shelters, targeted assistance for economically and health‑vulnerable groups, and more efficient allocation of limited disaster‑prevention budgets.
