Ha Tinh Province Boosts Community Fisheries Management to End EU Yellow Card

The central Vietnamese province of Ha Tinh is accelerating the formation and consolidation of community‑based coastal fisheries management organisations. The model places fishermen at the centre of marine resource administration and is intended to secure the removal of the European Commission’s “yellow card” – a sanction imposed on Vietnam’s fishing sector for illegal, unreported and unregulated (IUU) fishing.

A flagship example is Community Fisheries Management Organisation No. 2 in the Tien Dien commune. Founded more than twelve years ago, its membership rose from 240 to 273, and its members cooperate regularly with border‑guard patrols, conduct awareness campaigns and enforce sanctions. As a result, recorded violations fell from 21 in 2021 to eight in 2025, and only two minor infractions were logged in the first half of 2026.
