HAC toll system project faces setback as procurement decision is annulled

The State Commission for Supervision of Public Procurement (DKOM) has annulled the decision by Hrvatske autoceste (HAC) regarding the selection of a contractor for a key component of the Crolibertas project. The annulled contract, valued at approximately 330,000 euros excluding VAT, was intended for the development of a web portal, mobile application, and integration data repositories for the new electronic toll collection system.

The decision followed an appeal by the company Abysalto. DKOM accepted claims that the selected consortium—comprising Bos Projekt, Infinum, and the British firm AMR CyberSecurity—did not meet the required educational qualifications for its experts, as their degrees were classified under social or natural sciences rather than the requested technical fields like electrical or computer engineering. Additionally, the documentation for the required ISO certificate provided by AMR CyberSecurity was found to be non-compliant with tender conditions.

HAC must now re-evaluate the bids, and the possibility of further appeals remains.
