The Hai Phong Traffic Police Department (PC08) has issued a detailed guide for vehicle owners regarding the loss or blurring of license plates to ensure compliance with the law. Under current regulations, operating a vehicle with illegible, obscured, or missing license plates is subject to administrative penalties. Authorities have strictly prohibited the use of self-made or temporary plates made of cardboard or makeshift metal.

The recommended procedure involves three steps. First, if a plate is lost, owners should attempt to locate it or report the loss to local commune or ward police to prevent criminal misuse of the plate. Second, owners can apply for a replacement online via the National Public Service Portal to reduce waiting times. This guidance aims to help citizens navigate the legal process for reissuing or exchanging license plates efficiently.
