Hai Phong proposes toll reductions on Hanoi - Hai Phong Expressway

Authorities in Hai Phong are proposing a reduction in toll fees on the Hanoi - Hai Phong Expressway to encourage heavy trucks and container vehicles to use the highway instead of National Highway 5.

Currently, heavy vehicles often bypass the expressway to avoid tolls, leading to significant traffic congestion and high accident rates on National Highway 5 and other local routes. Data shows that heavy vehicles (types 4 and 5) account for only 6% of the total traffic volume on the expressway. In the first eight months of the year, Hai Phong reported 539 traffic accidents resulting in 281 deaths, with 162 of those accidents involving trucks.

The Hai Phong People's Committee and local police have submitted proposals to the Ministry of Construction and the Vietnam Infrastructure Development and Investment Financial Corporation (VIDIFI) to study incentive schemes, such as lower fares, to shift freight traffic toward the expressway and improve road safety.
