Hai Phong strengthens management of foreign workers

Hai Phong is implementing stricter management of foreign employees while simultaneously simplifying administrative procedures to support its growing international business community. Between 2026 and 2030, the northern Vietnamese port city aims to solidify its status as a major industrial and logistics hub and a gateway for international trade, particularly within ASEAN nations.

The city’s economic expansion is driven by 50 industrial parks and three economic zones hosting major technology and manufacturing groups such as LG, SK, and Pegatron. These zones have attracted nearly 50 billion USD in foreign direct investment (FDI). In the first nine months of 2026, Hai Phong recorded over 3.6 billion USD in FDI, representing a 64.4% year-on-year increase.

Currently, the city hosts approximately 19,700 foreign workers, with 10,300 located within industrial parks and economic zones. To manage this population, the municipal Department of Home Affairs oversees work permits outside of economic zones, while the Hai Phong Economic Zone Management Committee handles permits within those areas. New regulations have also been introduced to manage incidents involving foreign nationals.
