Hai Phong to maintain 114 commune-level administrative units

The Standing Committee of the Hai Phong City Party Committee has decided to maintain the current 114 commune-level administrative units, including wards and special zones. The decision to postpone the rearrangement of these units stems from certain areas not yet meeting the required criteria for population size and natural land area.

While maintaining the current structure, the city will focus on addressing existing difficulties and limitations within the two-level local government model. The Committee has tasked the Hai Phong City People's Committee Party Committee with preparing reports for central authorities regarding the direction for administrative unit rearrangement, with a goal to complete this by October 2026.

Local authorities are expected to resolve all grassroots-level issues within their jurisdiction by the end of 2026 to improve the efficiency and effectiveness of commune-level party committees and government bodies.
