Hainan Free Trade Port: China expands access for foreign firms

China has introduced 16 new measures designed to facilitate the activities of foreign companies and professionals within the Hainan Free Trade Port (FTP), the largest of its kind by surface area. According to a government circular, the new policies target energy trade, healthcare services, and customs bonded operations.

Key provisions include allowing foreign doctors with valid overseas qualifications to practice clinical diagnosis and treatment in Hainan for up to three years, with the possibility of extensions. The measures also introduce more favorable policies regarding work, stay, and residence permits for foreign citizens.

In the energy sector, foreign enterprises will be permitted to use bonded facilities at Hainan’s liquefied natural gas (LNG) receiving terminals. The FTP will also support warehouse activities related to the delivery of LNG futures. Other initiatives include promoting offshore trade, expanding the range of products eligible for bonded maintenance, and encouraging the use of the yuan in new forms of commerce.
