Hainan Province to Ban Gasoline Cars by 2030

The southern Chinese island province of Hainan has announced a plan to forbid the sale of internal‑combustion‑engine vehicles by 2030. The policy aims for all newly purchased private cars and all public‑service vehicles on the island to be new‑energy vehicles (NEVs) – electric, plug‑in hybrids or fuel‑cell models – with the exception of special‑purpose vehicles. The target is to raise the share of NEVs in the total fleet to about 45% by that year, up from more than 67% penetration recorded in 2025.

To support the transition, Hainan will expand its charging network to ensure fewer than 2.5 vehicles per public charger and will develop infrastructure for electric ships, biodiesel, ammonia and methanol, including offshore charging platforms. The province’s ambition positions it as a national demonstration zone for China’s broader electrification push, even though the central government has not set a nationwide ban date for combustion vehicles.
