Hainan Province to Ban New Gasoline Car Sales by 2030

The Chinese province of Hainan announced that, starting in 2030, the sale of new vehicles with internal‑combustion engines will be prohibited. The measure makes Hainan the first Chinese province to set an official timetable for ending sales of fossil‑fuel cars and is part of the "Clean Energy Island" programme.

The plan targets a 45 % share of new‑energy vehicles in the provincial fleet by 2030, covering public services and private owners, with only specially‑purposed vehicles exempted. Hainan also aims to keep the ratio of vehicles to charging points below 2.5 : 1, boost renewable power generation to achieve 54 % energy self‑sufficiency, and expand hydrogen‑fuel‑cell trucks for heavy transport.

The province already leads China in new‑energy vehicle penetration, with two‑thirds of new registrations in 2025 being electric or hybrid, and renewable sources now supplying just over half of its electricity capacity.
