Haiti implements new unified tax code

Haiti has officially implemented a new tax code as of October 1, 2026, marking the start of the 2026-2027 fiscal year. The reform, launched by Prime Minister Alix Didier Fils-Aimé, consolidates various tax rules previously scattered across multiple laws, decrees, and regulations into a single, unified text.

The government aims to modernize the fiscal system to increase transparency, predictability, and equity. By simplifying the rules, officials hope to strengthen taxpayer confidence, encourage investment, and improve the overall business climate. Minister of Economy and Finance Serge Gabriel Collin emphasized the reform's importance for strengthening state financial capacities and national resource mobilization.

To support the transition, the Direction générale des impôts (DGI) is tasked with ensuring uniform application across the country. Planned measures include training tax agents, modernizing IT tools, and improving services for taxpayers. The European Union, represented by Ambassador Hélène Ross, has reaffirmed the support of technical and financial partners for these public finance modernization efforts.
