Haiti interim PM faces deadline to publish constitutional changes
Interim Prime Minister Alix Didier Fils-Aimé faces a deadline to publish proposed constitutional changes by September 14. According to an electoral decree, these modifications must be made public at least 90 days before the scheduled referendum on December 13, 2026.
The process faces significant legal challenges. Legal experts note that the decree may conflict with Article 284-3 of the Constitution, which prohibits constitutional amendments via referendum. Furthermore, the government is required to inform the public about the specific content of the changes, but the exact text remains unknown to citizens as the deadline approaches.
Concerns regarding the legitimacy of the upcoming vote have also been raised, noting that only 6.1 million citizens are currently registered on the electoral rolls.
