Haiti MPCE concludes review of 364.75 billion gourde project portfolio

The Haitian Ministry of Planning and External Cooperation (MPCE) has concluded a five-day review of its externally funded program and project portfolio for the 2025-2026 fiscal year. The review, which began on September 18, involved discussions between Haitian public institutions and various technical and financial partners, including representatives from Mexico, Cuba, and the United Nations.

Minister Sandra Paulémon reported that the active portfolio comprises 112 projects valued at 364.75 billion gourdes. Currently, the disbursement rate stands at 38.74%, leaving more than 223 billion gourdes yet to be released. Paulémon emphasized the need to convert these funds into tangible results for the population, specifically targeting improvements in road infrastructure, schools, health centers, potable water access, and job creation.

During the sessions, which were partially presided over by Chief of Staff Paul Ruddy Mentor, the Minister stressed that Haiti seeks to be a primary actor in the definition, orientation, and evaluation of international projects rather than merely a site for execution.
