Haiti advances military modernization and reform efforts

Haiti is undertaking significant efforts to modernize and professionalize its military forces (FAd’H) amid a severe security crisis. Defense Minister Mario Andrésol recently reported on his first 100 days, highlighting the integration of 339 new soldiers and a national recruitment campaign that drew over 17,000 applicants. Efforts include rehabilitating military bases in Vertières, Anacaona, and Clercine, as well as strengthening international partnerships with nations including France, Brazil, and the United States.

To further these reforms, Prime Minister Alix Didier Fils-Aimé presided over the launch of a national forum titled ‘What army for Haiti?’ in August 2026. This initiative aims to foster deep reflection on the future of the military and includes a new academic partnership with the Faculty of Law and Economic Sciences (FDSE) to enhance professional training.

In a move to enforce discipline, Defense Minister Andrésol oversaw the public dismissal and humiliation of two soldiers accused of stealing sugar from a civilian during a patrol. The Minister stated that such actions must not be met with silence to prevent further dishonor to the institution.
