Haitian Electoral Council visits Chile and Brazil to study diaspora voting

The Provisional Electoral Council (CEP) of Haiti is conducting a mission to Chile and Brazil to study mechanisms for diaspora voting. The delegation, which includes Vice-President Jacques Joseph, counselor Patrick Saint-Hilaire, and counselor Marie Florence Matthieu, began its mission on August 18, 2026.

In Chile, the delegation met with the Chilean Minister of Foreign Affairs and representatives from the Electoral Service of Chile (SERVEL). Discussions focused on electoral cooperation, institutional strengthening, training for electoral personnel, and the practical organization of elections for citizens living abroad. The Chilean Ministry of Foreign Affairs committed to working with SERVEL to support cooperation with the CEP.

The mission then proceeded to Brazil to further study the conditions and mechanisms used to organize voting for citizens residing overseas. Through these exchanges, the CEP aims to evaluate the possibility of organizing a pilot experience for the Haitian diaspora, ensuring a more inclusive and transparent electoral process.
