Haiti's Gang Suppression Force Moves to Full Operational Phase

The Force de répression des gangs (FRG) announced it has entered a fully operational phase in Haiti, ending the transition period that followed the Multinational Security Support Mission (MMAS). Special Representative Jack Christofides told a security sector table organized by the Centre d’analyse et de recherche en droits de l’homme (CARDH) that the FRG now has enhanced air capabilities, is developing a maritime component, and has strengthened intelligence collection. Unlike the MMAS, the FRG can act autonomously or in coordination with the Haitian National Police (PNH) and is authorized to make arrests.

Christofides cited recent operations targeting armed groups in Tabarre and Delmas, conducted jointly with the PNH. Legal agreements with Haiti's Ministry of Justice and Ministry of Foreign Affairs define detainee hand‑over procedures and grant the mission a specific legal status, while emphasizing that no impunity is granted. The Table Sectorielle sur la Sécurité (TSS) also delivered its first series of official meeting records and recommendations to Haitian authorities, the United Nations, the Organization of American States (OAS) and other stakeholders, covering sessions from December 2024 to July 2025 as part of an OAS‑backed roadmap for stability and peace in Haiti.
