HALC urges US Secretary of State to reject Turkey-Libya memorandum
The Hellenic American Leadership Council (HALC) has formally requested US Secretary of State Marco Rubio to publicly reject the Turkey-Libya maritime memorandum. In a letter signed by Executive Director Edi Zemenidis, the organization argues that the agreement produces no legal effects against third parties, such as Greece, and threatens US strategic and energy interests in the Eastern Mediterranean.
The request follows the ratification of the memorandum by the Libyan House of Representatives on October 20. This development has drawn sharp criticism from the European Union, which stated on October 21 that the agreement is ‘null and void’ and violates sovereign rights. Egypt and Israel have also expressed reservations regarding the memorandum.
While the US State Department previously characterized the 2019 agreement as ‘counterproductive and provocative,’ its recent stance has been viewed by HALC as weaker, as it merely encouraged Greece and Turkey to resolve disputes through dialogue. The State Department issued a statement describing the ratification announcement as ‘provocative’ and noting it has increased regional tension, while maintaining that the US position has not changed.
