Hamas agrees to surrender weapons and transfer Gaza authority
Nikolay Mladenov, the High Representative for Gaza of the Gaza Peace Board, announced at a UN Security Council briefing that Hamas and other armed factions in Gaza have agreed, for the first time, to surrender their weapons and transfer full civilian and security authority to a UN-recognized transitional administration.
The US-backed 15-point roadmap outlines a process for the complete removal of all weapon categories in Gaza, including heavy weaponry, production facilities, tunnels, and small arms. Under the plan, the National Committee for the Administration of Gaza (NCAG), composed of independent Palestinian professionals, would become the sole entity authorized to possess and control weapons.
Israeli Prime Minister Benjamin Netanyahu has rejected the plan in its current form, maintaining that Hamas must be fully disarmed before any Israeli military withdrawal occurs. The roadmap stipulates that the Israeli withdrawal will be phased and contingent upon the verified completion of disarmament obligations rather than a fixed timeline.
Mladenov noted that while the agreement is a significant step toward long-term security for Israelis and improved lives for Palestinians, implementation faces challenges. He criticized ongoing Israeli strikes and Hamas's failure to fully cease all military activities, noting that these actions undermine the ceasefire and the disarmament process.
