Hamas agrees to disarm and transfer Gaza authority to interim administration
Nikolay Mladenov, the High Representative for Gaza at the Peace Council, announced to the UN Security Council that Hamas and other armed factions in Gaza have agreed to disarm and transfer civil and security authority to a UN-recognized interim administration. This agreement, part of a 15-point roadmap, marks the first time these factions have reportedly accepted such terms.
The plan involves the complete dismantling of all weapon categories, including heavy weaponry, production facilities, warehouses, tunnels, and small arms. The National Committee for the Management of Gaza (NCAG), composed of independent Palestinian experts, would become the sole entity authorized to possess and control weapons. Implementation will be subject to strict international monitoring and verification mechanisms.
Israeli Prime Minister Benjamin Netanyahu has rejected the plan in its current form, maintaining that Hamas must be fully disarmed before any Israeli military withdrawal occurs. Under the proposed roadmap, the Israeli withdrawal would be phased and contingent upon the successful verification of disarmament milestones rather than a fixed timeline. The plan is supported by the United States and aims to transition Gaza toward a stable political and economic environment.
