Hamas is undergoing a political and organizational restructuring in the Gaza Strip following extensive destruction caused by Israeli military operations. The movement is preparing for internal elections to select a new leader for its Gaza political bureau. Ali Al-Amoudi is considered a leading candidate to succeed Khalil Al-Hayya, who was elected in July to lead the movement's overall political bureau following the death of Yahya Sinwar.

This transition may signal a shift toward a more pragmatic approach to post-war governance and a reorganization of Hamas's relationship with the Palestinian Liberation Organization (PLO) and the international community.

Despite a peace plan facilitated by the United States in late 2025, which aimed for a ceasefire, hostage release, and aid delivery, reports indicate that Israeli military actions in Gaza have continued. International organizations and local health officials report significant casualties and ongoing restrictions on medical supplies and humanitarian aid. The proposed plan originally envisioned dividing Gaza and establishing a U.S.-managed transitional government, though implementation remains inconsistent.
