Hamburg accelerates climate neutrality goal to 2040
Hamburg has moved its legal target for climate neutrality forward from 2045 to 2040 following the ‘Zukunftsentscheid’ (Future Decision). This policy change introduces new requirements for annual sector goals, monitoring, and reporting to track CO2 emissions.
However, Hamburg’s First Mayor, Peter Tschentscher, has expressed criticism regarding the decision, stating it does not assist in reaching climate goals and instead makes implementation “more bureaucratic.” The Senate has confirmed that the new regulations will result in additional administrative, reporting, and monitoring tasks.
To assess the actual impact of these changes, IREES GmbH and Fraunhofer ISI are conducting a study commissioned by the Authority for Environment, Climate, Energy and Agriculture (BUKEA). The project will model CO2 emission developments and analyze the effectiveness of existing laws and subsidy programs. The study will also examine the social and economic consequences, specifically the costs of transitioning to fossil-free heating and mobility for low-income households. Results are expected in the second half of 2027.
