Hamburg launches winter emergency program for homeless residents
Hamburg will reactivate its winter emergency program from November 1, 2026, through March 31, 2027, to provide additional overnight accommodations for homeless individuals. Approximately 1,100 beds will be available, including year-round facilities like Pik As and FrauenZimmer, as well as two additional municipal sites at Friesenstraße 22 and Châu-und-Lân-Straße 6. Church communities and universities will also provide around 90 spaces in residential containers.
A significant change to the program is the introduction of mandatory social counseling. While initial admission remains informal, participants must engage in counseling after a maximum of three nights to clarify social benefit entitlements and explore long-term housing options. The program also includes medical care, meals, and a free shuttle bus service between central transport hubs and accommodation sites. Specific protected areas are provided for women and LGBTQ+ individuals.
