Hamburg Public Prosecutor's Office software failure delays 17,000 documents

A software failure at the Hamburg Public Prosecutor's Office resulted in approximately 17,000 documents failing to be sent over a period of nearly two months. The issue originated from an update to the MESTA software—a technical system used for criminal proceedings automation in several German states—on July 9.

The affected documents included requests for statements, notifications regarding the dismissal of proceedings, and notices concerning access to case files. Because the error went undetected for weeks, some defendants only learned of case dismissals long after the fact. The malfunction was only discovered after lawyers inquired about the missing correspondence.

The error was resolved on September 7, and all accumulated documents have since been dispatched. To mitigate potential legal issues, staff have been instructed to extend deadlines generously for correspondence issued during the disruption period. Senior prosecutor Melina Traumann expressed regret and stated that the office is investigating how to better detect such unforeseen side effects of software updates in the future.
