The letter argues that the project, projected to handle 25.3 million TEU by 2025, has already fallen far short of expectations, with the port handling only 8.3 million TEU and existing terminals operating at roughly half capacity.

The group warns that the expansion would cost more than €1 billion of public funds and would require clearing parts of the Elbwald, the green lung surrounding the harbour. They propose that the money instead be used to modernise logistics, digitise operations and expand the harbour rail network.
