Hamburg universities face budget cuts and staffing risks

Hamburg's higher education institutions are facing significant financial pressure due to planned budget cuts by the Senate. During a recent science committee meeting, approximately 200 people gathered to protest the austerity measures, warning that the city's status as a science metropolis is at risk.

At HafenCity Universität (HCU), professors have issued an urgent letter stating that projected budget reductions could result in a 55 percent loss of funding by 2028. While authorities point to the university's 37 million euro reserve, academic bodies argue these funds are tied to specific third-party projects and rent. The cuts could lead to a 20 percent reduction in staff and the suspension of academic appointments.

Other institutions are also feeling the impact. The University of Hamburg reports a structural deficit of 22 million euros, leading to delays in filling positions and potential changes to course availability. Additionally, HAW Hamburg anticipates a 15 percent reduction in student places by 2030. Although the science budget is set to increase to 1.74 billion euros by 2027, the department must also contribute an average of 40 million euros annually toward budget consolidation.
