Hampshire County Council faces major funding and road repair gaps

Hampshire County Council is facing significant financial pressures, including a projected £138.6 million funding gap for the 2027/28 period. Council leader Cllr Nick Adams-King warned that the shortfall, which Unison analysis suggests is the largest among surveyed councils, will make it difficult to maintain services without residents noticing the impact. The gap is driven by rising costs and increasing demand in areas such as adult social care, children’s services, and special educational needs.

In addition to the general budget shortfall, the council has identified a road repair backlog estimated to be between £550 million and £600 million. Officials stated that an additional £20 million to £30 million is required annually to address the maintenance of the £17 billion highway network. The backlog is attributed to years of underinvestment, inflation, increased traffic, and extreme weather. While a new five-year highway maintenance plan has been approved to improve road conditions through preventative measures, officials noted the backlog cannot be fully cleared within that timeframe.
