Hanoi adopts Transit-Oriented Development for urban growth

Hanoi is moving toward a multi-layered, multi-center urban development model centered on Transit-Oriented Development (TOD). According to Vu Dai Thang, Chairman of the Hanoi People's Committee, the city aims to concentrate residential areas, services, and economic activities around urban railway stations.

Under the TOD model, metro stations will serve as hubs for living, working, studying, and shopping, rather than just transit stops. This strategy is intended to manage urbanization, reduce congestion, improve air quality, and optimize land use. The 2026 Capital Law will provide the legal framework to implement this model, defining TOD areas as including stations, depots, and their surrounding vicinities.
