Hanoi advances digital governance and science policy frameworks

Hanoi is advancing several administrative and technological initiatives to improve urban management and governance.

In a recent workshop, the Center for Strategic Advisory, Science and Technology Policy and the Hanoi Department of Science and Technology discussed a draft framework for evaluating science, technology, innovation, and digital transformation. The goal is to implement Resolution 57-NQ/TW by creating an evidence-based evaluation tool to move from formalistic assessments to substantive results.

Simultaneously, the Hanoi Department of Natural Resources and Environment is accelerating the development of a land database. As of September 14, 2026, the city has updated 3,481,153 land parcels out of a total of 4,923,484. Notably, 95% of these updated parcels have been successfully matched with the national population database, and 94% have scanned records.
