Hanoi approves ‘Red Book in Hand’ project to streamline land procedures
The Hanoi People's Committee has approved the ‘Red Book in Hand’ (Sổ đỏ trao tay) project, aimed at streamlining land administration and certificate procedures. The initiative seeks to resolve discrepancies between land clearance processes and land fluctuation registration.
The project focuses on two primary administrative groups: correcting land use certificates issued with errors by state agencies, and adjusting or issuing new certificates for land areas following clearance activities. By implementing unified business processes and enhancing electronic interconnection, the city aims to reduce the need for citizens to submit duplicate paperwork or visit administrative offices in person.
For corrections caused by state errors, the procedure will transition to a full online public service via the National Public Service Portal, with fees and charges set at 0 VND. Officials estimate that this digital transition will significantly reduce travel time and administrative burdens for residents, potentially saving tens of thousands of man-days of labor based on recent application volumes.
