Hanoi approves Red River urban design and orders review of apartment land certificates

Hanoi authorities have approved a new urban design project for the Tran Nhat Duat - Tran Quang Khai - Tran Khanh Du route, a 3km stretch adjacent to the Red River. The plan aims to harmonize urban renovation with the preservation of historical and cultural values while establishing a landscape axis connected to the river. A key provision of the design is the restriction on new high-rise residential buildings along this route, except for areas designated for the renovation and reconstruction of old apartment complexes.

The project covers a research area of approximately 86.72 hectares, with 38.34 hectares specifically designated for urban design. Land use includes significant portions for transportation, social infrastructure, residential areas, and defense. This planning serves as a foundation for managing construction, controlling spatial development, and implementing future investment and renovation projects.

Separately, the Hanoi Party Committee has ordered a comprehensive review of the issuance of land use rights certificates (pink books) for apartment projects across the city. This directive follows reports of significant delays, with some projects facing 5 to 10 years of backlog, leading to public complaints and social order concerns. Authorities are tasked with resolving outstanding issues and accelerating certificate issuance for eligible projects to protect residents' legal rights.
