Hanoi bans forced participation in foreign educational programs
The Hanoi People's Committee has issued new regulations regarding foreign educational cooperation programs in preschools and general education institutions within the city, effective for the 2026-2027 school year. A primary mandate of these rules is the strict prohibition of schools forcing students to participate in any foreign-linked educational programs.
Educational institutions are required to maintain full transparency by disclosing comprehensive information before enrollment and whenever changes occur. This disclosure must include details about the school and its foreign partners, program content, duration, target learners, expected outcomes, and quality assurance measures. Schools must also clearly communicate all fees, collection methods, and related costs, ensuring they align with the services provided and legal regulations.
For integrated education programs, professional appraisals must be completed before implementation. The Hanoi Department of Education and Training is responsible for organizing these appraisals and approving programs. Any significant changes to partners, objectives, content, or locations must be reported in writing to the Department. Furthermore, foreign partners must be legally established in their home countries and provide recognized credentials or certifications.
