Hanoi finalizes reorganization of 3,000 public schools, retains 124 high schools

The Hanoi municipal government approved a plan to restructure nearly 3,000 public schools—including preschools, primary, lower secondary, high schools and specialized institutions—while keeping the existing 124 high schools unchanged. The plan, signed by Chairman Vũ Đại Thắng, requires draft proposals to be completed by 26 July and full implementation, including creation of new units, leadership appointments and transfer of personnel and assets, by 10 August.

The reorganization aims to streamline administration by at least 50 % without reducing educational access for the city’s more than 2.3 million students. Each commune must retain at least one preschool, primary school and lower‑secondary school, and mergers between preschools and primary schools or between specialized and regular schools are prohibited. Minimum size thresholds are set for each school type, and the city will invest in facilities to increase class numbers where needed, aligning the network with population distribution and international standards.
