Hanoi - Hai Phong Expressway sees low heavy vehicle traffic due to high tolls

Heavy trucks and container vehicles are increasingly opting for National Highway 5 over the Hanoi - Hai Phong Expressway due to high toll costs and logistical factors. Data from the expressway operator, VIDIFI, shows that while heavy vehicles make up a significant portion of traffic on National Highway 5, they account for only about 6% of the total traffic on the expressway.

Transport businesses cite high toll fees as a primary deterrent. For large trucks and 40-foot containers, round-trip tolls can reach up to 1.74 million VND. Companies note that the decision to choose a route is based on total journey costs, including fuel, maintenance, and driver amenities, rather than just travel time.

Additionally, the location of industrial zones, factories, and warehouses along National Highway 5—specifically in areas like Pho Noi, My Hao, Cam Giang, and Hai Duong—creates a direct demand for transport on the older route. This preference has led to congestion on National Highway 5, which is currently operating beyond its designed capacity.
