Hanoi implements digital software to score official performance daily
Hanoi is implementing a digital governance system to evaluate officials through daily automated scoring. During a voter meeting on September 22, Hanoi Party Secretary Trần Đức Thắng announced that the city is shifting its administrative model from management to public and business service through data-driven systems.
The evaluation uses quantified indicators where computers score performance daily, starting with top leadership. The Party Secretary is evaluated based on 32 criteria, while the Chairman of the Hanoi People's Committee is assessed against 24 criteria. Results are made public on a monthly and quarterly basis to ensure accountability across the political system.
According to officials, the city utilizes the ‘HanoiWork’ software for this process. Officials input specific tasks, including volume and progress (KPIs), into the application. Once a task is completed, the official reports the output and any difficulties encountered, after which direct supervisors evaluate the quality and progress of the work.
