Hanoi implements new parking fees and BOT toll oversight
The Hanoi People's Committee has issued Decision No. 5794/QD-UBND, implementing a new pricing structure for parking services on public roads and sidewalks. Effective October 15, the new rates apply to bicycles, motorcycles, and automobiles. In the central urban core—covering 12 specific streets—parking fees for cars under 9 seats have risen to 50,000 VND per 60 minutes. Monthly contracts in these areas have also seen significant increases, with some rates rising by up to 2.22 times compared to previous years.
Parking rates are categorized by vehicle type and location relative to Hanoi's Ring Roads (I through IV). For example, in areas between Ring Road I and II, hourly rates for cars range from 35,000 to 40,000 VND. Motorcycle parking fees have also increased, rising from 5,000 VND to 10,000 VND across all city streets.
Separately, the Ministry of Construction has called for stricter management of BOT (Build-Operate-Transfer) toll discount policies. To prevent misuse and ensure transparency, the Ministry requested that provincial authorities and BOT investors cross-reference vehicle owner information with the National Population Database. This measure aims to verify that only eligible residents within the 5-10 km radius of toll stations receive the intended discounts.
