Hanoi increases state-funded parking fees

The Hanoi People's Committee has issued Decision No. 5794/QD-UBND, which adjusts parking service fees for bicycles, motorcycles, and cars at temporary locations on roads and sidewalks funded by the state budget. Under this new regulation, per-turn parking fees are expected to increase by an average of 1.75 to 2 times, depending on the vehicle type and specific area.

Regarding concerns about whether these increases will affect private parking lots in apartment complexes, shopping centers, hospitals, or schools, the Hanoi Department of Construction clarified that these locations are not automatically subject to the new decision. The pricing for such facilities depends on their investment source, management model, and relevant legal regulations.

For parking lots funded by non-state capital, service prices are determined according to the Law on Prices and other related regulations. Pricing for facilities within apartment buildings or commercial centers must also consider asset management regimes, service contracts, and specialized industry regulations.
