Hanoi is adjusting its 1/5000 scale Red River urban subdivision planning to facilitate the development of a Red River landscape boulevard axis. The project covers approximately 11,418 hectares, stretching 40km from Hong Ha Bridge to Me So Bridge across 16 communes and wards.

The planning aims to transform the riverfront into a central ecological, cultural, and economic axis. Key features include the proposed 109-story Era Tower as a landmark and the development of high-rise buildings ranging from 30 to 45 stories along the banks. The area is expected to accommodate a forecasted population of 800,000 to 1.2 million people.

To support the project, Hanoi has outlined a resettlement policy for residents in areas requiring relocation, particularly those in zones that do not meet flood safety standards. Notably, land compensation for affected residents is set at twice the standard rate. The plan also emphasizes the preservation of 123 historical relics within the scope, ensuring that urban development does not compromise flood control capacity or the river's natural discharge capabilities.
