Hanoi launches strategic science and technology development plan for 2026–2030

Hanoi has launched comprehensive plans to advance science, technology, and innovation for the 2026–2030 period, aiming to become a leading regional hub in Southeast Asia. The city intends to establish a priority mechanism for ordering 'Make in Hanoi' technological products and foster a complete chain of research, mastery, transfer, and commercialization.

Key economic targets include ensuring that total social investment in research and development (R&D) reaches at least 2% of GRDP, with non-state sources accounting for over 60%. The city also aims for high-tech product exports to constitute at least 50% of total export value. To support this, Hanoi plans to allocate 4% of its local balanced budget to these sectors in 2026.

In the agricultural sector, the city will implement digital transformation through IoT, artificial intelligence, and drones. Plans include creating digital databases for agriculture, implementing electronic logs, and using QR codes for traceability. Additionally, Hanoi will focus on improving rural living standards by upgrading infrastructure, managing pollution in craft villages, and providing digital skills training to farmers.
